EXTERIOR CLEANING OF HIGH RISE BUILDINGS JUST GOT EASIER

Brea, CA—Helicopter buckets (helibuckets), also known as bambi buckets, are not only used to deliver water to aid in aerial firefighting anymore but are now used for exterior cleaning of high-rise buildings. Contract Services Group, Inc. (CSG) has jumped on this new use of technology and has outfitted a helicopter loaded with deionized water in its Bambi bucket. Why helicopter bucketdeionized water? The use of deionized water helps reduce the speed of buildup, as there are no minerals in the water due to the purification process. These minerals usually adhere to the glass and attract debris from the environment.

Bambi buckets hold anywhere from 72-2,600 gallons of water. The size and elevation of the high-rise building will determine which size bucket the cleaning crew will use.

It was recently discovered that using these helibuckets are the most efficient and fastest way to clean the building’s exterior and windows. The pressure released when the water is dropped onto the building has enough power to clean the windows in one quick motion, never leaving streaks.

Helibuckets usually contain fire retardant foam used to cool the fuel of the flames. However, when used in exterior cleaning, this foam is replaced with a cleaning agent to help wash away buildup from the building and deliver a protective coat to all glass material. The protective coat helps prevent damage to the windows and increases the amount of time between cleanings; saving both time and resources for the owners of the buildings.

OSHA construction standards require a competent person onsite as a legal obligation. But OSHA does not have a specific standard regarding a competent person.

As building owners are responsible to develop written agreements regarding safety plans when working with contract crews, knowing the level of expertise of safety committee team protects your business.

A competent person is “one who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has authorization to take prompt corrective measures to eliminate them,” according to OSHA 29 CFR 1926.32(f).

A qualified person is “one who, by possession of a recognized degree, certificate, or professional standing, or who by extensive knowledge, training, and experience, has successfully demonstrated his ability to solve or resolve problems relating to the subject matter, the work, or the project,” according to OSHA 29 CFR 1926.32(m).

A designated person only means that the employer’s representative was “selected or assigned by the employer as being qualified to perform specific duties” according to 1926 Subpart L. So here the OSHA standards ask employer to take responsibility to designate certain employees to job assignments based on level of competence or qualifications.

OSHA standards explicitly requiring employers to provide workplace health and safety training to all employees. This training may constitute competency but not necessarily qualifications if there is no certifications. Conversely, if a workers is certified with no experience, there’s room to question the workers competency for a specific job assignment.

Building Owners Required Safety Measures

Building owners need to understand new safety compliance requirements as OSHA shifts focus to enforcement.

OSHA includes building owner compliance requirements under a general duty clause.

The Occupational Safety and Health Act of 1970 holds employers responsible for providing safe and healthful workplaces for their employees. Building owners are liable for these policies as ANSI/IWCA I-14.

OSHA standards make it the employer’s responsibility to:

  • Establish written operating procedures maintaining necessary health and safety requirements,
  • Select qualified personnel with special previous training for certain “designated” job assignments,
  • Ensure youth or inexperienced worker training to help reduce a higher rate of accidents and injuries,
  • Provide workplace health and safety training to employees at a certain vocabulary level or in language other than English,
  • Make available Injury and Illness Prevention Program and Safety Data Sheets binders to employees for all hazardous chemicals in their workplace,
  • Maintain citation and work-related injuries and illnesses records,
  • Post employees’ rights and responsibilities.
